Lukwago faults EC on unsworn leaders

No excuse. The Lord Mayor notes that delaying to swear in KCCA political leaders is inexcusable because it’s a national programme that has a deadline.

Kampala. Kampala Lord Mayor Erias Lukwago has accused the Electoral Commission of collusion in delaying the swearing-in of Kampala Capital City Authority (KCCA)political leaders.
Mr Lukwago’s allegations stem from the indefinite suspension of the swearing-in of the KCCA political leadership pending the gazette of some officials by the technical wing of the authority. He said the decision was taken without consulting the stakeholders.

“I feel aggrieved by this unfortunate decision, and I highly suspect that they are up to something because they had communicated that at least by yesterday (Wednesday) the remaining list would be in the gazette,” Mr Lukwago said.
He said it is like the swearing-in of the President and MPs where the date is set and then they work towards it.
However, the EC deputy spokesperson, Mr Paul Bukenya, said KCCA was responsible for the swearing-in exercise.
“The fact that the list of some councillors is not yet out does not stop them [KCCA] because we have gazetted the first persons and we already have a gap of around three councillors whose elections was put on hold because of a court injunction,” he said on Thursday.
Mr Bukenya said those who are already gazetted can be handled but the arrangements are underway.

KCCA response
A written communication by the KCCA acting head of public and corporate affairs, Mr Peter Kaujju, states that the results that were published by EC from Kampala were upon review found to be incomplete as many of the elected leaders were found missing on the list.
“Whereas the swearing-in ceremony was previously scheduled for Friday (yesterday), we have regrettably had to postpone the same as we await completion of all processes by the Electoral Commission,” the statement reads in part.
Until Wednesday, Mr Lukwago was under house arrest.
