Makindye West MP Ibrahim Kasozi has been appointed the new vice chairman of the Committee on Commissions, Statutory Authorities and State Enterprises (Cosase).
In a March 5 letter to the Opposition Chief Whip Semujju Ibrahim Nganda, the Forum for Democratic Change (FDC) Secretary General Nandala Mafabi, nominated MP Kasozi to take up the slot that had originally been awarded to Rubaga North MP Moses Kasibante.

“As you are aware, the designated Vice Chairperson of Cosase-Hon Moses Kasibante was designated to another Committee. As a party, we have no say on placements of Independents on Committees. To avoid a vacuum on the committee, we propose to replace Hon Kasibante with Hon Kasozi Ibrahim, “Mr Mafabi’s letter reads.

MP Ssemujju will now have to present Mr Kasozi’s name before Parliament for approval before he can officially take over, as required by the rules.

Outgoing COSASE chairperson, Abdu Katuntu advised his successor to maintain the “standard set by COSASE” when it comes to oversight

MP Kasibante’s nomination to Cosase became null and void after Speaker Rebecca Kadaga rejected his secondment to Cosase and instead assigned him to the Appointments Committee, triggering protests from the FDC leadership.

Cosase is one of the most sought-after committees of Parliament as it handles government commissions, agencies and authorities with budgets running into billions of shillings, giving MPs the chance to hog the limelight during inquiries.
In the Tenth Parliament, the committee has investigated the sharing out of Shs 6b by selected government officials that handled oil disputes between Uganda and oil companies and a broad investigation into the closure of commercial banks by the central bank.
