ISO to Kaka  operatives:  Return guns

A number of Internal Security Organisation operatives were on Saturday ordered to hand over guns that had been given to them illegally by the outgoing intelligence boss, Col Kaka Bagyenda, who was sacked last week. 
According to security sources, the directive affected only operatives who were not in the formal structure of ISO but had been armed on orders of Col Kaka. 
“The directive affected all those who were armed on the orders of the outgoing DG [Director General]. In fact, the armoury man started receiving the guns on Saturday,” the source said. 

Col Kaka is expected to hand over office to his successor, Lt Col Charles Oluka, on Wednesday. President Museveni sacked Col Kaka on Thursday and replaced him with the former Director of Technical Services.
According to security sources, all the directors and their deputies, including those who had been suspended by Kaka, have been recalled by the Security minister, Gen Elly Tumwine, to attend the handover.
“The handover ceremony will be presided over by Security minister Gen Tumwine,” the source said. 

Maj Taban Amin, who had been the ISO deputy director in-charge of West Nile and Eastern Congo, was recalled to the headquarters and appointed the new deputy Director General.
On Friday, the Uganda People’s Defence Forces spokesperson, Brig Flavia Byekwaso, tweeted: “The public is informed that the new director general of ISO is Lt Col Charles Oluka and his deputy is Mr Taban Amin. Lt Emmy Katabazi was promoted to Major.”  Brig Byekwaso was responding to earlier media reports that Lt Katabazi had been appointed the deputy Director General of ISO. 

Col Kaka was appointed ISO boss in January 2017 but his three-year term has allegedly been marred by controversy with many senior operatives either getting suspended or demoted over unclear circumstances.

In April, a group of ISO operatives petitioned President Museveni complaining that 60 senior officers had been rendered redundant by Mr Kaka.
“About 60 senior officers are and remain currently redundant in total disregard of ISO Appointment Committee’s decisions that is 20 Senior officers at the positions of Director and deputy Director, RISO’s and DISO’s,” the letter reads. 
The petition also said most of those affected were long serving officers at the rank of Lieutenant Colonel, Major and Captain. 

“Their problems stem from their opposition to ISO operations in their areas of responsibility that are conducted by non-ISO staff whose operations are sanctioned by the director general of ISO,” the petition to the President reads in part. 
The letter also said these non-ISO staff were involved in extortion and illegal arrests of civilians.
