Kampala- Police in Gulu are investigating circumstances under which the Deputy Speaker of Parliament, Mr Jacob Oulanyah, was controversially declared winner of Omoro County.

Last Friday, Mr Oulanyah was declared winner by Mr Benson Obete, the Gulu District polling officer, without giving the number of votes each of the contestants had polled.

Mr Fred Enanga, the police spokesperson said yesterday they had picked interest in the matter since it was the source of protests in the districts, adding that the ballots where being kept at the district police headquarters.
“We are investigating the matter to establish whether there is need for a recount or not. The returning officer will be charged for declaring false results,” he said.

Mr Oulanyah, who was in stiff competition with the Forum for Democratic Change candidate, Mr Simon Tolit Akecha, was abruptly declared winner, sparking off protest with Mr Tolit’s supporters who demanded that Mr Obete reads results from the 332 polling stations in the county.

Hours after Mr Oulanyah’s declared victory, the opposition vigilantees intercepted broken ballot boxes containing pre-ticked ballot papers in favour of Mr Oulanyah.

Similar incidents were registered in Jinja East where NRM’s Nathan Igime Nabeta was declared winner defeating FDC’s Paul Mwiru. The district tally centre had spent nearly four days without declaring the results.
