PANORAMA: Opaque Shs 25b procurement deal raises eyebrows 

A Shs25 billion procurement to distribute thousands of goats intended to support the move to alleviate poverty in Karamoja sub-region, is raising suspicion after it was conducted in an opaque manner. Lawmakers from Karamoja want the government to sanction an inquiry into this project, which they claim did not meet its objectives.
