ADF operating with more than 1,500 fighters

Kampala- The latest intelligence mapping of Allied Democratic Forces, indicates that the rebel group has an estimated 1,600 fighters operating several bases in eastern DR Congo.

The intelligence report, a copy which the Daily Monitor has seen, indicates that the fighters consist of Ugandans, Congolese and other nationals from the region.

The headquarters of the group, according to documents, are in Makayoba, Eringeti Sector, North Kivu Province and the main training bases are in Mwalika, Isale Sector.
“They are also based in Kikingi, North Kivu Province, which is a transit point and an alternate safe haven given its proximity to the Rwenzori ranges,” the documents say.

The army spokesperson, Lt Col Paddy Ankunda, said they were hoping that the newly-deployed brigade under the International Conference on the Great Lakes Region would help fight ADF.
But the force of 3,000, which will be based in Goma, South Kivu is thin on ground and may not move in hunt ADF rebels in vast North Kivu.

Sources say the only option Uganda would have wanted to pursue is to allow UPDF enter DR Congo but the Kinshasa government has not been positive.

But Col Ankunda said they do not have that among their options: “We are not even thinking about it. The mandate to fight negative forces including ADF was given ICGLR.”

The rebel group has a streamlined political, administrative and religious structure headed by Jamil Mukulu, who is wanted by Interpol in connection with terrorism.

According to military intelligence, Mukulu was born on January 1, 1964 in Ntoke Village, Ntenjeru Sub-county, Kayunga District.
“He is the political, military and spiritual. He is said to be trained in Pakistan and Afghanistan. He is married and his wife works in London as a nurse,” the briefing says.

They have light basic infantry weapons, including sub machine guns, light machine guns, medium machine guns, G-2s, 60mm mortars and 82mm mortars.

Although light to the army, these weapons can be deadly if used in civilian population.
