KAMPALA: Rubaga South MP Kato Lubwama yesterday replied to the petition challenging his academic qualifications as the High Court in Kampala prepares to hear the case on Monday.
A one Habib Buwembo is challenging the MP’s academic credentials on grounds that he failed Ordinary Level exams and that he is not fit to be an MP.

“I studied, completed and passed the Ordinary Level of education. My results were duly verified by the Uganda National Examinations Board before I was nominated to contest for the position of Member of Parliament thereby making the assertion that I failed O-Level is a figment of the applicant’s own imagination,” reads in part Mr Lubwama’s reply to the High Court.

He adds: “I aver that I possess the necessary academic qualifications and/or documents required for nomination and election as a Member of Parliament.”
The MP adds in his defence that on the basis of his A-Level results, and mature entry examinations administered by Makerere University, he applied and was admitted to undertake a Diploma in Music, Dance and Drama, which award he possess and which Makerere recognises without any question or suspicion, the same has never been cancelled or been a subject to any query.

More defence
Further in his defence, the lawmaker denies ever having falsified or concealed any of his academic documents and as a person who has lived a public life, his documents have been available to all and sundry for scrutiny and verification, including the person challenging his academic credentials.
MP Lubwama, who beat Mr John Ken Lukyamuzi to the Rubaga seat in the February 18 polls, told court that he has been informed by his lawyers that failure to file the petition challenging his election within the time stipulated by the law on account of impecunious circumstances is careless on the part of the petitioner.

In the build-up of the hearing of Mr Lubwama’s petition on Monday, lawyers representing the petitioner led by Mr Isaac Ssemakadde, have asked the court to provide them with enough security fearing the repeat of what happened at Makindye Chief Magistrates Court when hundreds of pro-Kale Kayihura supporters staged a huge demonstration intended to block his prosecution on torture charges.
The petition will be heard by Justice Margret Oumo Oguli.
