Before the sudden announcement of a new premier on September 19, it was becoming an almost straight forward affair if one wanted to draw smiles from Mr Amama Mbabazi, the former prime minister -- indulge in talk about the office of the President.
During debate on the VAT Bill recently, Kumi Municipality MP Patrick Amuriat Oboi caused a stir when he addressed Mr Mbabazi as “His Excellency Amama Mbabazi”.
MP Oboi claimed it was a slip of the tongue but hastened to add that it “does no harm addressing Mbabazi as His Excellency”.
Dokolo County MP Felix Okot Ogong further worked up the members when he charged at the premier that he is not well acquainted with the economics aspect of the Bill.

When it was Mr Mbabazi’s turn, he revealed how the Dokolo MP once offered him the chance to give a shot at the presidency, as Mr Ogong’s running mate during the 2010 NRM delegates’ conference.
“It is true that the Hon Okot Okong at one time had aspirations of being President and he offered me the position of running mate which I accepted. But this was just on the sidelines and it did not go to the field,”Mr Mbabazi revealed.
MP Ogong, however, shot back, revealing how the then premier had nipped in the bud plans by the duo to challenge Mr Museveni.
“I was nominated and I was presented in CEC because it is the organ that approves. The person whom I nominated to be my running mate is the one who eliminated my name…,” Mr Ogong purred.
