Mr President, you have capacity to save Uganda from rampant corruption, crimes

Mr President, unless I hear confidentially or otherwise from the President’s Office about my lamentations about security forces complicity and active participation in commissions of crimes against the people as exposed in the media, including torture, illegal detentions and robbery as reported by you and the media, I will be deeply disappointed.

This is another appeal I have made to you regarding the cries of our people without any action taken against the culprits.
I am appealing to the editor to include the names of some of the culprits who have interviewed me on those terrible crimes and promised to investigate and act but have always failed to honour their promises.

As you yourself, police chief Gen Kale Kayihura and other senior government officials have freely admitted, the Uganda Police Force is universally regarded as the worst offender.

Ever since Gen Kayihura advised me to always report police crimes to either him personally or to director CID Grace Akullo, I have faithfully done so.
Many times, I have been compelled to personally visit their respective offices and report these crimes to them. Both have always expressed shock and determination to investigate and punish the culprits. Sadly, neither walks his or her talk.

The worst scenario was when on his invitation I gave Gen Kayihura a report which implicated a senior police officer caught red-handed directing his subordinates to commit crimes.

The IGP personally directed this particular culprit whose crimes came to be known also to Prime Minister Ruhakana Rugunda but instead of being disciplined, he was actually promoted.

They all promised to take action and ensure that that police officer would be brought to justice. Sadly, nothing ever happened and in fact, several of the police culprits were subsequently promoted.

Mr President, you are aware of the complicity and attempts by some of the police culprits to forcefully inject me with unknown substance for which I am now in court against those culprits.

Recently, I was shocked by the failure of CID officers to investigate a reported incident but instead five of them came to my residence and demanded consideration which I partly gave but because they considered it inadequate, they have done nothing so far about my complaint.

Mr President, you will be totally shocked to learn that the director of CID recently sent a team of five senior police detectives to investigate a complaint and they promised to capture the suspect and requested to take her photographs and publish them prominently in the newspapers.

They have instead refused to carry out any investigations unless they are fully facilitated by the informer.
They wrote down their names as D/SSP Godwin Tumugumye, D/ASP Peter K. Mugabe, D/AIP George Tumwesigye, D/CPL Geoffrey Tumwesigye, and D/CPL Ayikkoru.

Prof Kanyeihamba is a retired Supreme Court judge.
