Curbing murders requires more intelligence work than guns

- Effective intelligence is of paramount importance in destroying enemy communication signals, receiving warning orders, selecting enemy ambush areas, appreciation of ambush plans, preparation and staging of ambushes, formation of strike (killing) groups, and establishment of reserve groups. It also involves laying of equipment needed for ambush, issuance of operation orders to the concerned human resources (troops), rehearsal of action and battle discipline.
Arming 24,000 reservists/Local Defence Units (LDU) to be deployed in the insecure areas of Kampala and Wakiso may be too much of gun power since this would translate into three divisions, which is equivalent to half of the total strength of Uganda Peoples’ Defence Forces (five divisions).
This pronouncement to deploy LDUs was made by President Museveni in his September 9 address to the nation. This was after the gruesome murder of ASP Mohammad Kirumira on the evening of Saturday, September 8. For the nation to survive, there must be strict ability to gather, evaluate, interpret and understand her (country’s) general environment, especially security and defence.
There is a total global paradigm shift from the traditional 3Cs (Command, Control and Coordination) to now the popular 3Ds (Detect, Delay and Deter) and Uganda must not be left behind in this new formula to pursue the same.
In my view and looking at the pattern of events, these criminals appear to have superior skills (training), advanced and well organised, a situation which I believe, requires more intelligence gathering than gun power. The patterns are that initial victims such as the Muslim clerics, senior State Attorney Joan Kagezi were gunned down in the evening hours. AIGP Andrew Kaweesi and Maj Mohammad Kiggundu were extinguished in the morning.
Col Ibrahim Abiriga and now ASP Mohammad Kirumira were also killed in the evening hours.
To an ordinary Ugandan, talk of intelligence is interpreted as being on the alert so as to detect potential criminals. This must be timely and above all, useful. Contrary to the perception of the general public that intelligence is about an organised terror and scare machinery, actually intelligence (prophesy) is key to issues pertaining to war or insecurity.
