Employees petition public service over unqualified recruits

Rubanda. Two employees of Rubanda District local government have petitioned the secretary of Public Service Commission over the alleged recruitment of unqualified people.
The May 31 petition signed by Mr Teophil Sabiit, the acting senior community development officer, and Ms Rosemary Kyomuhendo, the acting senior finance officer, at Rubanda District local government allege that those who have been given the two jobs of the district chief finance officer, Mr Livingstone Natukunda, and the district community development officer, Mr Ezra Ndizeye, do not qualify.

“The persons awarded jobs for chief finance officer and district community development officer have not served at principal level for three years as required by the public service employment guidelines and it’s our prayer that the district chief administrative officer should stop issuing appointment letters to the persons awarded these jobs because they do not qualify,” reads the petition in part.

“It is also our prayer that you investigate the matter ...” it adds.
Mr Natukunda admitted in an interview yesterday that whereas he has not attained the three-year experience at principal level in the accounts department, the district service commission is independent and has powers to choose the best qualified person.
Mr Ndizeye said: “Whereas it is true that I have not served at principal level for three years, I have other equivalent experiences...”

Rubanda District Service Commission chairperson Naris Kabatereine on Saturday said the district had advertised the said jobs three times but had failed to attract qualified people.
“Because of that scenario, we opted to appoint persons that have qualification nearer to what is required for the sake of proper service delivery. Nobody paid me but what was done was completely in good faith,” Mr Kabatereine said.
