Government cancels 200 land titles in forest reserves

Government has cancelled at least 200 land titles in central forest reserves in Mukono and Wakiso districts.
The outgoing Environment minister, Ms Mary Kitutu, revealed this yesterday as she took over the Energy docket from former minister Irene Muloni.

The minister told Daily Monitor that when the news reached her about her new assignment, she was busy chasing people away from the central forest reserve and wetlands.
“We have just cancelled 200 titles in the Central Forest Reserve,” Ms Kitutu said.

“As the ministry in charge of Environment, what we do is to confirm to the Ministry of Lands that this is a wetland or Central Forest Reserve and it is the Lands ministry to cancel the titles,” she added.
Lands spokesperson Dennis Obbo yesterday shared a list of 200 cancelled land titles.

“As I assume this office, I want to study all the mining permits which have been issued and see what can be done to ensure that those possessing them are doing what they acquired them for,” Ms Kitutu said.

The list of the canceled titles, which the Ministry of Lands availed to this newspaper yesterday, indicates the affected forest reserves as Nonve, Kajjansi, Kyewaga, Namanve and Forest Reserve block 113 in Kyaggwe all found Entebbe, Mukono and Wakiso areas. The titles do not bear names of owners but are either on leasehold or freehold.

Those in Wakiso district and Entebbe municipality are located in Nakigalala Kajjansi, Buwanuka Parish, Kakiri Sub-county, Kitinda, Kibulwamwana Road in Entebbe, Nkumba, Lwaka, and in Katabi Town Council.

In Mukono, the affected land is found in Bukasa on the Namanve Forest Reserve, Katikolo and Kolo in Kyaggwe.
Ms Muloni said among her key achievements was to extend electricity transmission in the country from 943km of connections where she found it in 2011, to 2,579kms, which has connected power to 611 sub-counties and reducing energy losses from 27 per cent to 14 per cent.

Former State Minister for Mineral Development Peter Lokeris also handed over office to Ms Sarah Opendi, the former State Minister of Heath in charge of General Duties, as he heads to the Works ministry as the State Minister for Transport.

Cancelling criteria
Mr Obbo said while cancelling land titles, a complaint is registered with the Commissioner Land Registration informing him or her about the title issued in error on a forest reserve, wetland or a gazetted area and a notice is issued to the affected persons within 21 days to show cause why they should not vacate the area.
After listening to them, they are asked to return the titles and even if they do not, the land title is cancelled automatically from the titles register and no transaction can be carried out using that title. In case the same title is submitted for a transaction, the ministry captures it.
