Hope as KCCA recalls redundant staff for talks

Kampala Capital City Authority (KCCA) has invited all candidates who have not been deployed since 2013 despite receiving appointment letters from the Public Service Commission (PSC).

According to an advert published in print media yesterday, the candidates are supposed to appear before the KCCA acting executive director, Mr Andrew Kitaka, from February 25 to March 6 in Room A116 in KCCA building.
“…the successful applicants are requested to report to KCCA headquarters for a meeting to confirm availability for deployment,” the advert reads in part.

The development comes after several redundant staff went to court, accusing KCCA of ‘deliberately’ refusing to deploy them.
Mr Peter Kaujju, the KCCA director for public and corporate affairs, yesterday said the decision to invite the candidates was reached after thorough engagements with PSC.
However, he did not disclose details of their engagement and the terms of reference the candidates will work under if they are deployed.

Daily Monitor could not immediately establish how much money KCCA would spend on compensating the candidates should it choose not to deploy them.
Although the city authority maintains that the candidates were not deployed because of budgetary deficits, some of them, who spoke to this newspaper yesterday on condition of anonymity, described the explanation as ‘a lie’.

“We were blocked from assuming our offices but there are people who are working in these same offices on four-month renewable contracts. If they claim that they do not have the money to pay us, then where do they get money to pay those on contracts yet it is the same salary scale?” one of the candidates said.
The candidate noted that even if they were offered the said jobs, they would demand payment for the years they have not been working.

According to the KCCA’s Pac report released on December 13 last year, 280 candidates passed interviews to fill certain positions.

However, the report states that only 45 candidates were offered positions while the rest are still pending despite being given appointment letters.
“…the positions for which they had applied were filled by other individuals whose recruitment did not follow the formal recruitment procedures and have held the same positions for a period exceeding one year as they are given temporary four-month renewable contracts,” reads in part the report.
Statistics from KCCA’s directorate of human resource indicate that KCCA has a total of 1,133 staff. Of these, 391 are employed on permanent terms.
