Kadaga suspends parliament sitting over Executive’s absence

The Speaker of Parliament Rebecca Kadaga on Thursday suspended the House sitting until the Executive members show up.

Parliament was slated to discuss Questions for Oral Answers, a session to which Kadaga had dedicated two hours. Plenary sessions start at 2:00pm but by 3:20pm, there was no minister in the chambers.

MPs including Oyam Woman MP Santa Alum and Lwemiyaga County’s Theodre Ssekikubo pointed to a bear front bench, forcing the speaker to suspend the House for 15 minutes.

“Madam Speaker, I don’t know whether it wouldn’t be procedurally right for you to take a stern action against the absence of ministers so that the House move,” Ms Alum said.

She added: “We cannot move on because we are not having ministers to respond to the issues raised by citizens of this country.”

Mr Sekikubo said that the action of the ministers was disrespectful of the Chair.

“Members of Parliament have three major roles; legislation, oversight and representation…the ministers must come and respond to the concerns of the citizens of Uganda through their representatives,” said Ms Kadaga.
