PS advises IGP Ochola on Bangirana

The Permanent Secretary (PS) of the Ministry of Internal Affairs, Dr Benon Mutambi, has advised the Inspector General of police (IGP), Mr Martins Okoth-Ochola, to consider retaining Mr Godfrey Bangirana as the director of logistics.
Dr Mutambi told the Daily Monitor on Friday afternoon that the police authority would sit to consider whether to extend Mr Bangirana’s contract or not.

“There are other officers whose contracts have expired but we have not sat to consider their application for renewal,” he said.
The PS, who also doubles as the Secretary to the police, was not aware whether the IGP had considered his advice.
Earlier, Dr Mutambi said the issue of advising Mr Bangirana to hand over office to his deputy was a supervisory matter.

Delegating duty
Last week, Mr Ochola directed Mr Bangirana to hand over office to his deputy, Mr Richard Edyegu.
“In normal supervision, if your contract expires, your supervisor can advise that your contract expired. I see no anomality if a supervisor tells his junior that his contract has expired,” Dr Mutambi said.
Dr Mutambi said the usual practice had been that if an officer’s contract expires and consideration for his application for renewal of contract was taking long, such officers are usually advised to stay in office.

“This is done, not to weaken the force that’s why police would issue them a letter,” Dr Mutambi said.
However, Dr Mutambi added that a clearance from the police was no guarantee of renewal of contract because it would still need clearance from the appointing authority, who is the President.
“We have not met yet to come up with a position discussed. We must first get quorum that we can come up with an agreed position,” Dr Mutambi said.
It was not possible to ascertain whether Mr Ochola had considered his Permanent Secretary’s advise by press time.
