Police commander arrested for shooting Kabowa resident dead

Police have arrested a senior officer after he allegedly shot dead a resident at Kabowa, a Kampala suburb.
Assistant Superintendent of Police Justus Bwire, the officer in charge Kironde Police Post, is detained at Old Kampala Police Division on allegations of shooting dead one David Kibuuka.

Kibuuka, who is said to be, the area information secretary and other residents had held a peaceful demonstration at a factory in Ssembule A Zone, whose management they accuse of blocking a community road.
Kampala Metropolitan Police deputy spokesman Luke Owoyesigyire said they are investigating a murder offence against ASP Bwire.
"When the group gathered at the gate of a factory, our officer fired several rounds of bullets to disperse them. One bullet hit Kibuuka and sustained injuries. He was picked and taken to hospital but died on arrival," ASP Owoyesigyire said.

The incident comes at the time when the police are being accused of use of excessive force in dealing with cases of civil disobedience.
Early this month, police and the army were accused brutalising Makerere University students when they raided their halls of residence at night.
President Museveni later ordered the army to leave the university.
