UPDF officers to head 4 top police positions

Kampala. President Museveni Tuesday made a major shake-up of the police hierarchy appointing four senior army officers to top positions.
According to the changes, Brig Jackson Bakasumba, who has been the Uganda People’s Defence Forces (UPDF) commandant of Peace Support Operations Centre in Singo, has been appointed head of Chief of Joint Staff, a newly created position in the police.
Brig Bakasumba has been overseeing the training of Ugandan soldiers going for peace operations in Somalia.

Col Sserunjogi Ddamulira, who has been Director of counter terrorism at the Chieftaincy of Military Intelligence, is the new director of police Crime Intelligence. He replaces Senior Commissioner of Police George Amur Chombe, who has been appointed deputy director of Interpol.

Human resource
Brig Geoffrey Golooba, who has been in Moscow as Military Attaché, is the new police director of Human Resource Development and Training. He replaces Mr Moses Balimwoyo, who has been named new director of Interpol.
Ben Oyo Nyeko, who is been acting director of Interpol, was moved to Africa Police, an association of African police forces with its headquarters in Algeria.
Col Jessy Kamunanwire is the new director of Human Resource and Administration, replacing Haruna Isabirye, who has been sent to New York as police attaché.

Army spokesperson Brig Richard Karemire confirmed the changes last night. He described the transfer of UPDF officers to top police departments as “a cross pollination” between “sister security agencies.”
“Some of our officers have been sent to help our brothers as they build their capacity. For us in the UPDF, we are more stable in terms of personnel resources,” he said.

Brig Karemire said the new changes are intended to enhance police administration, personnel management, training and intelligence.
The Inspector General of Police, Mr Martins Okoth-Ochola last night sent a message to all the police units informing them of the changes.
“The process of formalising the appointments of the UPDF officers is in progress and the deputy Inspector General of Police (IGP) will preside over the taking/handing over occasions once formalities have been completed,” IGP Ochola announced last evening.
The new changes have come at a time of increasing wave of armed robberies, murders and kidnaps that have reigned high in the Kampala and various parts of the country.

In 2007, Brig Golooba, then a Lieutenant Colonel, led the UPDF soldiers who transported heavy artillery through Kenya to Mogadishu Port where they were offloaded amid intensive firing from al-Shabaab militants.
Brig Karemire said the new changes are intended to enhance police capability in training and intelligence.
Maj Gen Sabiiti Muzeyi was transferred to the police in March last year when President Museveni fired Gen Kale Kayihura as IGP and elevated his then deputy Ochola to the position.
Maj Gen Muzeeyi replaced Ochola.
