What you need to know:

  • The committee has, however, interfaced with candidates appointed to the same Authority including Mr Leo Kibirago who was appointed as Board Chairperson, Mr Patrick Ocailap, Ms Patrica Mutesi and CIID boss, Grace Akullo.
  • Others are Ms Jane Okuo Kajuga and Dr Patricia Achan Okiria appointed as commissioners to the Human Rights body, and Mss Rose Kabogoza Musoke to the Education Service Commission.

PARLIAMENT: Former director of Supervision for Commercial banks at Bank of Uganda, Ms Justine Bagyenda has failed to appear before Parliament for vetting.

Ms Bagyenda was scheduled to appear before the House’s Appointments Committee at 11:40 to defend her appointment as a member to the Board of the Financial Intelligence Authority.

By press time, the officer was yet to appear before the committee chaired by the Speaker, Rebecca Kadaga.

Our attempts to get her comment as to why she had not showed up for the vetting exercise as planned remained futile by press time as she did not pick our repeated calls on her known telephone numbers.

Daily Monitor has however established that the committee was served with three different petitions, challenging her appointment.

Details of the petition were yet to be revealed since the usually closed-door committee was still in session at the time of filing this report.

Ms Bagyenda was controversially appointed to the Board of the Financial Intelligence Authority, the same body investigating her for alleged collusion while still at the Central Bank.

Ms Bagyenda is also under a separate investigation by the Inspector General of Government (IGG) over allegations of illicit accumulation of wealth while a motion demanding that a Select Committee be set up to investigate the operations of Bank of Uganda and her role in the closure of Crane Bank is on the Order Paper of Parliament.

The committee has, however, interfaced with candidates appointed to the same Authority including Mr Leo Kibirago who was appointed as Board Chairperson, Mr Patrick Ocailap, Ms Patrica Mutesi and CIID boss, Grace Akullo.

Others are Ms Jane Okuo Kajuga and Dr Patricia Achan Okiria appointed as commissioners to the Human Rights body, and Mss Rose Kabogoza Musoke to the Education Service Commission.
