Judiciary transfers 10 High Court judges

Kampala. Principal judge Yorokamu Bamwine has reshuffled 10 High Court judges, redeploying some and assigning some extra responsibilities.
In a press release issued by the Judiciary’s public relations office on Thursday, the changes are intended to fill gaps left by some retiring judges and those who were recently promoted to the Court of Appeal. The deployments are subject to the judges’ completion of partly heard cases but December 31, is the deadline for the redeployed judges to move to their new work stations.
Notable transfers include Justice Albert F. Rugadya Atwoki, who moves to Masindi Court Circuit from the Criminal Division, Justice Jane F.B. Kiggundu, who has been the executive director of Judicial Studies Institute, moves to the Family Division. She will be replaced by Justice Henry Adonyo, who leaves the Commercial Division.
Others include Justice Wilson Masalu Musene, who has been at Nakawa High Court Circuit, now moves to Criminal Division as its head, replacing Justice Lameck Mukasa Nsubuga, who recently retired from service upon clocking the retirement age of 65, and Justice Flavia Senoga, who moves to the Executions Division from the Commercial Division.
“Following the recent appointments within the Judicial service and in consultation with the Chief Justice, the following changes take effect,” wrote Justice Bamwine in his administrative circular dated October 8.
Adding: “As per the advice of Parliament to the appointing authority, promoted Judges are to first complete writing the pending judgments/rulings in matters they have completed hearing before assuming their new positions.”
According to Justice Bamwine’s circular, there are currently 22 vacant positions in the High Court, with 11 being at the circuit level and the remaining 11 being at the division levels of Family, Commercial, Criminal, Land and International Crimes.
However, the approved structural number of High Court judges is 82 but the current number is less than 50.
About a month ago, Mr Kagole Kivumbi, the secretary to the Judicial Service Commission, a government body that is mandated to recruit and discipline errant judicial officers, said the recruitment process for more High Court judges is in advanced stages.
