Kayihura not to blame for high crime, says Besigye

The former Forum for Democratic Change (FDC) Party President, Dr Kizza Besigye, has asked Ugandans not to blame the Inspector General of Police, Kale kayihura, for the increasing cases of crime in the country.
Dr Besigye, a four time presidential candidate, said while addressing journalists shortly after attending Church service at St. Andrew’s church in Mbale town today (Sunday) that the upward trend in murders and other cases of crime should instead be blamed on President Museveni, who is the Commander- In -Chief of armed forces.
“Mr Museveni has mismanaged the security system in this country and he now cares only about his personal security,” he said, adding Gen Kayihura and the Chief of Defense Force (CDF) are ‘small boys in the security system’.
Dr Besigye also blamed the National Resistance Movement (NRM) government of failure to streamline promotion system in leadership of the security agencies.
“There is chaos in security system because those who have been mistreated, discriminated and unfairly rewarded are unhappy and they are turning against the system, which has no streamlined and clear procedure that guides promotion of its officers,” he said.
Dr Besigye explained that this is why the police leadership has resorted to using criminals to maintain law and order in the country.
“Most of the criminals are partners with Uganda police. How can police hunt for their partner,” he said, adding that police has failed in its duties of protecting people and their property.
“Police officers no longer protect people and their properties but they protect Mr Museveni alone,” he said.
On economy, Dr Besigye said the high cost of living in the country is due to massive borrowing and stealing of public funds by government officials.
“The economy has totally collapsed and the government has resorted to borrowing money to pay the civil servants,” he said.

“We who sacrificed our lives to bring this government into power, have lost hope and trust. We are disappointed,” he said.
He also called upon the security personnel to join the struggle of liberating the country.
He further urged government to allocate more funds to education and health sectors so as to improve service delivery to the ordinary people.
