MPs probe ownership of 460 Asians properties

Parliament is investigating suspected fraud syndicate in acquisition of 460 Departed Asians Properties after a list of the properties released by Bank of Uganda showed that government duly compensated owners in 1976 but some of the assets have been dubiously acquired or repossessed by private individuals.
The Asians were expelled by president Idi Amin in 1972.
The properties are supposed to be in government hands but many are owned by private individuals.
Bank of Uganda (BoU) Deputy Governor Louis Kasekende submitted the list of compensated properties to Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (Cosase).
A select sub-committee chaired by Makindye East MP Ibrahim Kasozi is investigating the mysterious repossession and ownership of the properties by private individuals.
The MPs are also investigating how the Departed Asians’ Properties Custodians Board (DAPCB), which has been in charge of the properties, handled the repossession process, the disposal of some properties and management of those that were not reclaimed by the original Asian owners.
According to the BoU list, which Daily Monitor has seen, government compensated for 460 properties.
The list matches with what is in the archives of DAPCB, according to a verification with Mr George William Bizibu, the board executive secretary.
The Asians received compensation for 344 properties through the United Nations High Commissioner for Refugees (UNHCR) whereas compensation for 116 properties owned by Asians of British citizenship was paid through the British High Commission.

Daily Monitor has also learnt that there was an unspecified number of properties that were compensated in 1976 through the Indian government following an agreement between Amin and a delegation led by the then Indian deputy minister for External Affairs, Bipinpal Das.
The government-to-government (Uganda-India) compensation was worth Shs13,415, 414.65 ($1,627,114.60) at the prevailing exchange rate of $1:Shs8.3 as of 1976.
The Indian delegation returned home with a cheque so that the home government remitted the compensation money to the claimants.
Out of the 344 properties that were compensated through UNHCR, 85 were buildings and the rest were business stocks left behind in shops by the departing Asians after the expulsion.
The list also shows 85 buildings located in different parts of Uganda, names of the original owners who were compensated and the amount they were paid in Uganda Shillings as of 1976.
The 116 properties for the British-Asians, who were also compensated by government, have not been differentiated since the obtained BoU data does not distinguish between buildings and business stock.
Nearly a month into the investigation, some of the buildings on the list have already been mentioned by both DAPCB officials and some witnesses as among the properties that were suspiciously acquired by private individuals, occasioning government huge property losses.
