Police reshuffle 90 officers

Kampala. The police human resource director yesterday appointed and transferred more than 90 senior police officers.

The assistant Inspector General of Police, Mr Moses Balimwoyo, in a radio message copied to all directors, unit commanders and regional police commanders, appointed former Kampala Metropolitan police spokesperson Patrick Onyango as deputy police spokesperson.

The earlier message had indicated that Mr Onyango had been appointed as Kampala Metropolitan police spokesperson, a post he held two years ago, but it was clarified in the second message issued by the same director.

Kayihura’s officers shifted
In yesterday’s reshuffle, the former Inspector General of Police, Gen Kale Kayihura’s favourite officers were moved to upcountry districts while five of them were sent to the Force’s Professional Standards Unit for investigation.

Some Gen Kayihura’s loyal officers, who had served in Kampala for a long time and were moved to upcountry stations, include SP Benard Mugerwa, who had been DPC Kabalagala since he completed his course in 2010.

Mr Mugerwa was Gen Kayihura’s reference whenever he talked about active police commanders in Kampala and its outskirts. Other officers referred to PSU for interrogation are ASP Richard Mwijukye, from Kajjansi, ASP Stephen Waako and ASP Afrique Odwog.

However, particulars of offences committed by the trio were still scanty.
Mr Richard Byaruhanga, who was suspended by Gen Kayihura on accusation of shielding land grabbers in Mubende District, has been posted to Kasese as DPC.

Other transfers
Mr Geoffrey Kaheebwa, the former Kampala South deputy regional police commander, has now been appointed DPC Soroti, SP Andrew Musiime, who was Gen Kayihura’s personal assistant, has been deployed to Field Force Unit without title.

Mr Hillary Mukiza has been moved from Kajjansi to Sheema as DPC, ASP Grace Nyangoma from Old Kampala to Pader, ASP Evas Ninsiima from Kampala Central Police Station to Lwengo as traffic boss, ASP Norman Muhanguzi from CPS to Hima Town Council in Kasese, ASP Yolam Tumwebaze from CPS to Kyegegwa, ASP Dick Tweheyo from CPS to Kamuli and ASP Edwin Ayebare from CPS to Ntoroko.
