Oulanyah directs rules committee to probe Kadaga-Namuganza conflict

The Deputy Speaker of Parliament Jacob Oulanyah has asked the Committee on Rules, Privileges and Discipline to investigate the conflict between Ms Persis Namuganza and Rebecca Kadaga, the Speaker of Parliament.

This comes after a series of attacks meted against the Speaker by Ms Namuganza, the minister of State for Lands.

“The issues raised, before affecting the Speaker of this House, affect her as a member of Parliament whose privileges are also guaranteed by our own rules and laws of this country including the Constitution,” Mr Oulanyah said.

The deputy Speaker implored legislators not to take their grievances to the public, arguing that they cast bad light on Parliament.

“Such things are not necessary, they impact on the integrity of this institution negatively and we should avoid them,” he said.

The directive followed a procedural matter raised by Ngora County MP, David Abala (NRM) who said that the conflict as captured in the media was irritating and required explanation.

For a period of about three weeks, Ms Namuganza has allegedly mounted a verbal war against the Speaker, and she has since asked her voters in Bukono County, Namutumba district to boycott all activities organised by the Speaker.

She is also accused of rebelling against the Kyabazinga.

Mr Oulanyah said that since there were no facts, Parliament would not rush into discussing the matter, thus the directive to the committee, chaired by Mr Obote Ongalo (NRM-Kalaki County.)

The committee will among other things look at circumstances under which the statements are being made, the factors leading to them and give solutions to Parliament.

The task, Mr Oulanyah said begins immediately.
